Unique Contribution to Theory, Policy and Practice: The study recommends that the government should conduct training on leadership and change management to project managers and leadership or project team in general. The government should further strengthen its institutional framework to reduce the effect of leadership changes within its institutions and ensure ongoing projects are not affected.
