History and Languages subject areas. However, the Programme had not been evaluated
since its implementation. This study therefore evaluated the Prograrrune in Siaya district
public secondary schools in order to establish the match between the proposed
Programme and the one implemented. The study was guided by Stufflebeam's Context-
Input-Process-Product Evaluation Model. The study employed descriptive survey design.
The study population was 3201, which included 68 head teachers, 630 teachers and 2503
students. The study sampled 113 of the population which comprised 23 head teachers, 210
teachers and 834 students who were selected by stratified random sampling method based
on their sex. The instruments included: Questionnaire, Focus Group Discussion Guide for
both teachers and students, Interview Schedule for head teachers and Document Analysis
Guide. The instruments were piloted for their validation and reliability. A correlation (r)
of 0.811 and 0.855 were obtained for teachers' and students' questionnaire respectively.
The instruments were given to three experts in the department of Educational
Communication, Technology and Curriculum Studies for review to establish their face
validity. The instruments were corrected based on the experts' comments with the help of
the supervisors. Quantitative data obtained from questionnaire were coded thematically
and analyzed using descriptive statistics which were frequency counts and percentages
with an aid of SPSS computer software. The information was presented in form of
frequency tables. The information gathered from interviews and focus group discussions
was taped, transcribed, and then organized into categories and sub-categories as they
emerged from the data. The information was then presented in form of text The study
found out that: there was a mismatch between proposed HIV1AIDS Education's
objectives and HIV/AIDS Education being pursued in Siaya district public secondary
schools; secondary school syllabi had disjointed HIV/AIDS Education content; lecture
method was most commonly used in schools; resources in use had superficial, incoherent
and incomprehensive information; and there was no direct evaluation procedure in the
secondary education curriculum on the Programme. The study recommended that: the
Programme's objectives in Siaya district public secondary schools should be improved to
reflect on the proposed HfV/AIDS Education's goals; the content of the Programme
should be made coherent, and comprehensive to enhance better understanding of the
youth in schools; more participatory methods should be used in the Programme's content
delivery; resources in used should be updated in order to improve on the quality of the
information on HIV1AIDS prevention; and evaluation procedures should be well
articulated in the secondary education curriculum. The findings of this study may be used
