dc.description.abstractAdult Literacy Programme has been providing knowledge and skills to enhance human capital for the solution of various problems in society. The problem in the area of study has however been environmental degradation occasioned by persistent deforestation. The study set out to establish the impact that the planning and implementation of the programme has on enhancing environment development and management in view of the continued environmental degradation in the County. A conceptual framework based on educational production function theory was used to explain the link between the programme and environmental development and management. Using descriptive survey design, the findings revealed that, learners’ theoretical understanding and practical application of skills learnt were assessed. The study concluded that, as knowledge and skills acquired were applied, more evaluation needs to be done downstream to ascertain the practical returns to education.en_US
