Provision of healthcare information services has remained the biggest challenge to realization of&#13;
universal healthcare in Kenya. The challenges associated with delivery of quality healthcare&#13;
services to the consumers have been further compounded by the escalating costs of health&#13;
services and acute shortages of qualified professionals in Kenya. As a result, many parts of the&#13;
country continue to lack quality healthcare. Until the advent of computer systems people accessed&#13;
health informationusing traditional media like word of mouth, radio, print media and TV. The&#13;
introduction of computer systems in delivery of health services could have several advantages to&#13;
the clients, e.g. improved quality, accessibility and affordability of healthcare services delivered&#13;
to majority of the consumers. The focus of this study was to determine the information needs of&#13;
Kibera Slums residents for purpose of designing, developing and deploying a web-based health&#13;
care information system. This integrated system is referred to as Kibera Health Net. The&#13;
objectives of the study were: to determine challenges facing access to and delivery of healthrelated information to residents of Kibera Slums, explore the appropriateness of an ICT solution&#13;
to these challenges, examine current level of ICT capacity among Kibera Slums residents, and&#13;
assess healthcare information needs of Kibera Slums residents for use in system requirements&#13;
analysis, design and development. The literature review covered primary, secondary and tertiary&#13;
material on the use of ICT-based solutions and mobile phones in delivery of healthcare. The&#13;
sample for the study comprised a total of 384 respondents drawn from Kibera Slums. They were&#13;
selected using both cluster sampling and random sampling techniques. Data was collected using&#13;
the interview schedule method. The findings show that information needs of residents relate to&#13;
the health problems in the slums. The study established that word of mouth was predominantly&#13;
used in delivery of health-related information, followed by radio, print media, television, the&#13;
Internet and mobile phones. However, a growing trend in computer and mobile phone usages by&#13;
the youth was observed, which also suggested increasing levels of computer and mobile phone&#13;
adoption among residents. Study concluded that residentsindicated preference for use of the&#13;
Internet and mobile technology in the delivery of healthcare. Finally, suggestion for further&#13;
research in the application of ICT-based solutions in delivery of healthcare services was made.

Assessment is an integral part of the teaching-learning process in both conventional and distance education&#13;
contexts. Literature suggests that with the increase in the use of Information and Communications Technology&#13;
in the delivery of learning, a number of institutions are resorting to formative assessment practices that are&#13;
mediated by technology to not only provide flexible and more efficient means of assessment but also attain&#13;
improved learning outcomes. This paper investigated student perceptions of the effectiveness of different&#13;
types of formative assessment used in online learning environments. A 31-item questionnaire was used to&#13;
gather data on student perceptions. On the level of difficulty, students generally perceived the various types&#13;
of formative assessment as having no significant differences. Results further indicated that students received&#13;
more prompt feedback from peer assessment and computer-marked assessment, compared to teacher-marked&#13;
assessment. The findings of this study will support practitioners in eLearning to use formative assessment and&#13;
feedback mechanisms more effectively to influence student engagement as well as learning outcomes.

The study was conducted to investigate the&#13;
effectiveness of Automating Library Services, Users Access and&#13;
Management System in Maseno University Library. The&#13;
connectivity, self-efficacy, Technology Acceptance Model&#13;
theories guided the study. Descriptive research design was&#13;
chosen and data and information was collected from 51&#13;
respondents was adopted using stratified simple random&#13;
sampling techniques. The methods mainly used in data&#13;
collections included questionnaire, interview guide, observation&#13;
and direct interviews with concerned people. The study showed&#13;
that the capabilities and functionality of the library automation,&#13;
role of automation in revolutionizing the library, level of&#13;
automation in Maseno university library and the extent of&#13;
automated circulation system operation, relationship between&#13;
automated cataloguing and circulation system operation had&#13;
some challenges of automation in the provision of information&#13;
needs of users

The study was conducted in Maseno University Kenya.&#13;
The study objectives were to examine the existing infrastructure&#13;
that supports the delivery of IL program at Maseno University;&#13;
to determine the extent of use and the relevance of e-resources to&#13;
students need at Maseno University and to identify ways of&#13;
improving utilization of e-resources in Maseno University.&#13;
Descriptive research design was used in this study and the target&#13;
population was 100 respondents. Research instruments included&#13;
questionnaires and an interview schedule. Data analysis was&#13;
done using descriptive statistics for analysis purpose.&#13;
Quantitative data was presented in form of frequency&#13;
distribution tables, pie charts, percentages, and graphs. The&#13;
Findings indicated that the program was not effective due to the&#13;
reason that the program covered only orientation and was very&#13;
short, the number of students was too big for induction during&#13;
orientation, the orientation schedule is too overloaded to allow&#13;
time for IL Program, time allocated for e-resource training is not&#13;
enough and time allocated for IL Program training is not&#13;
adequate. The findings also revealed that there was&#13;
underutilization of electronic information resources in Maseno&#13;
university library as students lacked information literacy skills&#13;
required despite going through the IL training program offered&#13;
to them by librarians. The study recommended that IL program&#13;
should emphasize more training on user instructions, computer&#13;
information literacy, online databases and information searching&#13;
and that the program be offered to students after registration not&#13;
during registration. Also an effective information literacy&#13;
program be integrated into education curriculum to enable&#13;
students acquire information literacy skills that will enhance&#13;
their utilization of electronic information resources.

The paper defines the term disability and how it fits among persons with visual disabilities. Specific provisions in the Persons with Disabilities Bill 2002 that may affect library and information services to visually handicapped students in learning institutions in Kenya are identified and listed. Establishment of the National Council for Persons with Disabilities to oversee all matters affecting the disabled is highlighted. The National Development Fund for Persons with Disabilities to provide financial assistance is equally cited. The author provides a detailed interpretation of the Bill with a bias towards provision of library and information services for visually handicapped people. The paper concludes that the Bill is likely to open up educational opportunities for the visually handicapped students in Kenya by widening the range of information sources.
